Who We Are

Mary Anne Harkins, J.D., has over 40 years’ experience in regulatory matters.  For the last 17 years, she has concentrated on Virginia’s COPN regulation and practice.  She has prepared dozens of COPN applications and guided responses to project opposition and serves as a strategic consultant to hospitals considering expansion of COPN regulated facilities and services.

Tom Harkins, MBA, has over 40 years’ experience in the development and management of facilities design and construction at major academic medical centers and universities.

In addition to his extensive facilities experience, Tom also served for many years in executive management at a major academic medical center, providing leadership and oversight of procurement, supply chain, security, food and environmental services as well as other support functions critical to day- to day hospital operations.

COPN & Regulatory Approvals (Mary Anne Harkins)

In Virginia, our starting point is working with you to examine the merits of your potential COPN application under COPN regulatory standards, and assessing  the competitive environment in your region.  When a potential application appears positioned to succeed, we will work with your team to prepare a submission that will meet regulatory criteria and highlight the value of your project to your service area.  We will navigate your application through the review process, managing interactions with Virginia’s DCOPN staff and providing any additional information that Virginia’s DCOPN may require.  We also review competitive applications and identify the most appropriate and strategic response. Should further advocacy be necessary, we will assist your legal counsel with formulating the best strategies and arguments to present to the Virginia Commissioner of Health in any adjudicatory proceeding. 

Facilities Planning & Capital Development (Tom Harkins)

The ultimate success of any project is predicated on a disciplined process of planning with a broad spectrum of staff and other stakeholders to assure the project meets the needs of the future, as well as, the current needs of the organization.  A rigorous planning effort, well before design starts, goes a long way toward assuring stakeholder buy-in, excellent design, and solid, long lasting construction that meets the test of an ever changing medical and scientific environment.  Tom has 40 years of experience in leading academic medical centers and a history of successful project completion within budget parameters. Working with your staff, Tom can help construct the teams that will assure success of each project.

Mount Sinai Medical Center (NYC)

  • Guggenheim Pavilion – demolition of 13 buildings to create a city square block state of the art new hospital building.

  • Radiology – total renovation and expansion of inpatient and outpatient imaging services

  • New Inpatient psychiatric floors

  • GMP Facility – creation of one of the nation’s first advanced gene therapy facility in an academic medical center

Memorial Sloan Kettering Cancer Center (NYC)

  • Multiple renovations of inpatient and outpatient facilities

New York Presbyterian Medical Center (NYC)

  • Led department of architects, engineers and project managers in the planning, design and construction of projects at both campuses of at major New York City academic medical center.

  • New psychiatric unit to replace outdated facilities.

  • Addition of 2 and upgrade of 3 MRI units to existing hospital facilities

  • Ambulatory center in community of need

  • Major imaging upgrades

Columbia University (NYC)

  • Recruited to lead a major capital rehabilitation program for residential and commercial holdings of a major university in New York City.

University of Virginia (VA)

  • Oversaw the planning, development and construction of a new ED and the Bed Tower with 84 acuity adaptable beds and increased interventional capacity. Building completion expedited to address Covid with modifications made in real time to address specific clinical challenges.

  • Hospital bed addition to existing hospital (72 ICU beds) - ENR Best in Class award.

  • Battle Building Outpatient OR suite and Children’s Hospital.

  • Emily Couric Clinical Cancer Center and new parking garage

  • Graduate Medical facility and Imaging Center

  • 50 Bed Long Term Acute Care Hospital (freestanding)

  • Hospital refurbishment program (complete inpatient facility upgrade)

  • New freestanding Orthopedic Center including out-patient OR’s

  • Infrastructure Upgrade program for entire medical center

  • Numerous Ambulatory and Inpatient Renovations

Representative Hospital Operations (Tom Harkins)

  • Responsible for Supply Chain Management, including Procurement, Value Analytics and Distribution. Conducted an RFP which resulted in new Group Purchasing Organization and $7M savings in first year. Instituted new distribution system (KanBan) which resulted in waste reduction and greatly reduced stock-out of supplies on nursing units.

  • Managed EVS and food service contracts ($25M+) to provide services on budget per negotiated contract terms while collaborating with vendors to consistently improve their performance and enhance the patient experience

  • Created and led first patient service and satisfaction program at major academic medical center in Virginia, resulting in creation of a formal patient experience office two years later

  • Managed parking and bus transportation system for Health System.

  • Coordinated with University Police and Hospital Security and managed ID office operations
